  1. Six states have a Legislative Council: Andhra Pradesh, Bihar, Karnataka, Maharashtra, Telangana and Uttar Pradesh.
  2. Jammu & Kashmir lost its Council in 2019 when it became a Union Territory, so the count is six, not seven.
